Norman M. Owen
PROFESSIONAL PROFILE
Mr. Owen is Of Counsel to McMillan & Shureen LLP for real estate, title insurance, escrow, land use and development, business and estate planning matters.
Mr. Owen has been practicing law in Sonoma County since 1976. first as House Counsel to Feature Homes, Inc., a real estate development and construction group, and then in private practice in the Law Offices of Norman M. Owen, a Professional Corporation, representing clients in real estate, land use and development, business and estate planning transactions as well as litigation.
Prior to practicing in Sonoma County, Mr. Owen was vice president and counsel to a title and escrow company in Honolulu, Hawaii, prior to which Mr. Owen was a Western Regional Counsel of Louisville Title Insurance Insurance Company in San Diego, California, where he was responsible for claims and coverage issues.
Mr. Owen was admitted to the practice of law in California in 1972, in Hawaii in 1974, and in Ohio in 1994. Mr. Owen received his Juris Doctorate from California Western University School of Law in 1971 and his Bachelor of Arts degree, cum laude, from United States International University, San Diego Campus in 1968.
In 1969, while attending law school, Mr. Owen joined Beaumont Chapter of Phi Alpha Delta Law Fraternity International, a professional international legal organization of law students, lawyers, and judges dedicated to professional and ethical service. In 1971, Mr. Owen was appointed as a Southern California District Representative for Phi Alpha Delta, where he served until he was elected at an International Convention to serve as an International Officer and Board Member until 1996, seving a two year term as International President, and two year term as Chairman of the Board. Mr. Owen remains active in Phi Alpha Delta as a member of the International Advisory Board.
Mr. Owen has also served the State of California as a member of te Californi Committee on the Employent of People with Disabilities since his appointment by Governor Pete Wilson in 1987, serving three consecutive terms as Chairman thereof from 2003 through 2005.
Mr. Owen also served the City of Santa Rosa as a Planning Commissioner from 1984 to 1991, including one year as Chairman. In addition to the practice of law, his professional service through Phi Alpha Delta, and the State of California, Mr. Owen has served on numerous non-profit boards in Sonoma County, including the Sonoma County Museum, Santa Rosa Symphony, and the Railroad Square Property Owners and Merchants Association where he served twice as President.
Mr. Owen joined the Rotary in 1978 to broaden his international and community service, serving as President of the Rotary Club of Santa Rosa in 1996-97, and as District Governor of District 5130 of Rotary International in 2003-04. He was elected in 2005 to represent District 5130 at the 2007 Counsel on Legislation for Rotary International. Mr Owen remains an active member of the District Advisory Committee.
